

The name of Vladimir Beketov,
the Chairman of the regional Legislative Assembly, is well-known in
Kuban. As an experienced and balanced politician he has done a lot for
the region and its residents. Before the reformation of the upper house
of the Russian Parliament, Vladimir Andreyevich was member of the Federation
Council, and currently he is member of the Council of Legislators of
Russia.
Vladimir
Andreyevich was born on March 29, 1949 in Derzhavnyi Khutor (Village)
of Uspenskiy District of Krasnodar region. After finishing Konokov secondary
school No. 4 in 1966 he entered GPTU-9 – a Marine vocational college
in Tuapse town. After graduating from the college he worked as a sailor
in the Novorossiysk Marine Shipping Company. In 1968 he was drafted
into the Soviet Army.
After
the service in the army Vladimir Beketov got back to his native Uspenskiy
District. First he worked as an average collective farmer, and then
he was occupied at work for the Komsomol organization, the Communist
Party and economic work.
For
many years Vladimir Andreyevich was at the head of the district executive
committee, and then he headed the administration of Uspenskiy District
and did a lot for social-economic development of the district and improvement
of welfare of people. In 1995 Vladimir Beketov was appointed the first
deputy of the Head of the Administration of Krasnodar Region, and in
December of the same year he was elected the Chairman of the Legislative
Assembly of Krasnodar Region.
He
has been at the head of the Krasnodar Parliament for the third convocation.
Over this time the representative and legislative body of the regional
government power has obtained the reputation of one of the most effectively
functioning regional parliaments. Vladimir Andreyevich is the leader,
who manages to unite people with various political sympathies around
one idea – to work for people for the benefit of people. He mentioned
more than once that only one party exists for deputies in the Kuban
parliament – the voters, whose interests constitute the sense
and practice of their activity.
The
austerity to execution of official duties by employees of the administration,
knowledge of social-economic problems of the country and the region,
the ability to see strategic objectives and to elaborate the ways to
reach them allowed Mr. Beketov over the short period together with the
deputies creating a regulatory-legal base, aimed at effective development
of Krasnodar Region.
Under
his guidance the Legislative Assembly is constantly increasing the intensity
of lawmaking. If the first staff of the Legislative Assembly (from 1994
to 1998) adopted 163 regional laws, then the second one (1998-2002)
adopted 399 laws. Over the first year, 2003, of the work of the Legislative
Assembly of the third convocation it adopted already 107 laws of Krasnodar
Region.
Vladimir
Beketov has two higher educations. He graduated from the Kuban Agricultural
Institute. He has qualification as a scientist in agronomy and economics,
as a lawyer, as well as a scientific degree of a candidate of economic
sciences.
He
was awarded with the Order of Honor, with a medal of order “For
Merits to the Motherland” of the IInd degree, with medals ‘For
Outstanding Contribution to Kuban Development” of the Ist degree,
and “For Merits in carrying out the All-Russian Population Census”.
Vladimir
Andreyevich is an honored citizen of Uspenskiy District.
